Dr. B. Janardhan Reddy, IAS is a Post-graduate in veterinary science from AP Agricultural University, Hyderabad and started his professional career as a Technical Consultant for poultry hatcheries. He was inducted into the State Administrative Service as Deputy Collector, later entered into the portals of IAS (1996) and rose to the cadre of Principal Secretary Telangana Government. He was a serving IAS officer when he was made Chairman, TSPSC on 21st May 2021. His administrative career spanning over three decades, witnessed a wide spectrum of Departments including Revenue, Rural Development, Housing, Municipal Administration, Cooperation, Education, Agriculture, etc., Soon after carving out the Telangana State in 2014, Dr. Reddy was entrusted with eight important Departments simultaneously. He worked in field level posts in nine Districts and served as District Collector in Warangal and Ananthpur Districts and implemented antipoverty programmes very effectively.His important assignments at higher level include MD, Hyderabad Water Board; Commissioner, GHMC; Metropolitan Commissioner, HMDA; Secretary, Education; and Agricultural Production Commissioner and Principal Secretary, Agriculture. These apart, he has also worked as in charge Vice Chancellor of Sathavahana University, Karimnagar and Kakatiya University, Warangal. He has the distinct distinction of participation with the President of India in the "National Round table on Innovations in Public Service Delivery" in 2017. He was conferred with the prestigious Prime Minister's Excellency Award, 2018 for his remarkable contribution to the dignity Housing Projects through convergence with various State Government Departments. This remarkable feat is achieved through an administrative technique, what he calls as Tsunami Convergent Model. The model introduced is a much awaited, most desirable trend setter in improving urban habitats by converting slums into decent and dignified housing colonies. In the same year, he was conferred with the Telangana Excellence (TEX) Award, the highest award in Telangana. Appreciated by Amir Khan in "Satyameva Jayathe", a popular social TV Show and he is widely acclaimed as an "innovator administrator". Also received award from Election Commission of India. The principle of "Act Now" is the hallmark of his administration. This thumb rule implies swift decision making without any procrastination!. He scripted 3 playlets on important social issues like family planning, dignity housing and water conservation to impress and effectively motivate the stakeholders on the efficacy of the welfare and development programmes. Dr. Reddy imbibed rigid discipline, from his childhood. A gritty and disciplined boy from a small village and son of an ex- serviceman-cum-farmer, completed his entire schooling in a Zilla Parishad School in vernacular medium. Throughout his student life, he was absent to school / college, just on five occasions. He carried this trait into administrative career and came to be known as Citizen Friendly Officer for his all-time availability and easy accessibility to common citizen. In his career visited about 2,000 schools and interacted with about one lakh children with a view to mould the personalities of the children, especially in Government Schools. When he became Principal Secretary of Education Department, his outreach spread to schools in remotest corners of the State, apart from the live online interactive sessions. It was with this understanding he mooted the idea of National Attendance Policy as an integral component of New Education Policy, as a means of surviving an enduring interest among students, especially those from the vulnerable and challenging backgrounds in government schools. He conceptualised a sustainable administrative set up to empower urban poor women through assured and affordable institutional credit facility. The organisation called the Mission for Elimination of Poverty in Municipal Areas (MEPMA), which he headed as Mission Director (MD) and was instrumental in organising, skilling and bringing political and financial empowerment in urban poor women. Presently with over 1.00 lakh SHG groups, MEPMA is one of the biggest facilitators of micro credit facility to women in urban areas. An avowed sports lover and player, recently shifted his loyalty from Badminton to Golf as a daily regimen! Under his stewardship, the TSPSC intends to strive constantly to uphold the principles of objectivity, transparency and fairness in the process of recruitment to Public Offices.
